Tokyo is a bustling city full of life, lights, and activity. It is a city that never sleeps and is home to over 100 million people. Anyone can find all kinds of people in place like this, from the wealthy to the impoverished, from the businessmen to the artists. It is a city that has it all and is a must-see destination for anyone visiting Japan.

All kinds of people visit Tokyo every day, whether they are tourists, businessmen, or students. It is a city that never sleeps and is always alive with activity. Whether they are looking for a place to do some shopping or explore the many sights and attractions, It has something for everyone.

However, not only it a metropolis teaming with life and activity; the criminal underworld is also in full display. From the ruthless gangs to the shady Yakuza; the city is home to all kinds of criminals. However, the one threat that everyone is talking about are the existence of posthumans.

Individuals gifted with superpowers after experiencing life changing event whether good or bad that causes them to gain extraordinary abilities. It is here where heroes and villains, including vigilantes are born. As they begin to appear across the globe, society begins to deal with new threats and challenges.

Whether it's the good guys or the bad guys, They are all here and ready to make their mark on the world around them as with great power comes with great responsibility. But it isn't all rainbows and sunshine in this city of lights.

Shunned, distrusted, envy or worshiped by some as the mysterious emergence of posthumans have cause many to react in different ways. Some see them as threats and others see them as tools or hope for better future. But the one thing that is for certain is that the world is changing and things will never be the same again.

But groups of anti-posthuman people aren't uncommon, they believe them to be dangerous and seek to eliminate them all. The government also have their own opinions, with some seeing these individuals as a threat and others seeing them as an opportunity. And as the conflict between these two sides grows, the world is left wondering what the future holds for them.

In Japan, the heart of Tokyo; especially the country itself has been molded and shaped by the famous billionaire Randolph Carter, being responsible for having many ties in every politician. Having changed society itself for better and comfortable place to live in.

With the introduction of better programs and therapy for prisons in this very country, teaching criminals and supervillains how to be better individuals by teaching them trades or skill for them to work with. Rehabilitation is the main goal in these programs and is designed to help prisoners become productive members of society as the cells are treated with care and comfort as possible.

As for those who cannot be rehabilitated when all programs and therapy are extinguished, the death penalty is acceptable for these individuals when they are aware of the crimes they commit and understand the consequences of their actions after refusing to choose better path.

Because of the reformed prisons in Japan treating their prisoners like human beings, the result of crime is uncommon and even rare due to reduced risk factors within rehabilitation centers where inmates learn skills which allow them gain employment once released back out onto streets after having found a better path in their life.

Despite crime still being rampant at low volume, the addition of new laws are in favor of improving the workers and economy, including allowing colleges and therapy to be free for anyone to apply. Healthcare is also free and the homeless are brought to be taken care over by humanitarian organizations to shape them into better people.

At the metropolis city of Tokyo, The Miskatonic Institution is funded by the famous billionaire, Carter along with advanced tech needed to contain powerful villains. It is place for dangerous criminals, supervillains and the mentally insane. Prisoners are imprisoned in their cell while carefully and slowly rehabilitating them through humane aforementioned programs or activities with under the careful watch of security.

For the HPD or alternatively called as Homeland Police Department is country wide law enforcement agency. Although, the HPD primarily base is located in Tokyo. Where the tallest tower in the world is located, known by many as HPD Headquarters. A towering skyscraper that oversees the whole city and even the globe while containing multiple floors.

But yet, will the existence of posthumans threaten the delicate balance in Japan or will they usher in a new era of hope for the world? Only time will tell. Nevertheless, it is time to see the beginning of a new tale and world that isn't his own.
