The Chrono Decelerator slows time around target creatures. You may choose two target creatures who must both roll DEX saving throw, which, if they fail, they become slowed and get disadvantage on all rolls made. Their speed is halved and all attack rolls against them have advantage. This effect ceases after 1 round. If the target of this device critically fails (rolls a natural 1 on the saving throw), they are completely stopped and fail all rolls. All attack rolls against them automatically hit.

At higher levels: When supercharging this device, for every power level above 1, the number of targets you may choose increases by one and the duration of the effect increases by 1/2. If the duration is not a whole number, it is rounded down.
